-Parish Development Model implementers in Kisoro district have been directed to
allow local communities to choose the right beneficiaries of PDM money. The
directive was announced by Jovrine Kaliisa Kyomukama , the national deputy PDM
coordinator.

announced the directive during the meeting with sub county
chiefs, Community development officers, parish chiefs and town agents held on Wednesday 5th July 2023 at district council
hall. She said that President Yoweri Museveni who is the PDM national coordinator
introduced the new directive of accessing the money following setbacks by some
districts in disbursing the funds.
She noted that
PDM is a government led initiative aimed at improving household income levels
and local communities have the right decision to recommend the right
beneficiaries through their enterprise groups. She gave implementers up to
Monday next week to have finalized training beneficiaries about business plan
and they immediately start receiving the money using the new guidelines

blamed PDM implementers of sleeping on their jobs and denied beneficiaries from
accessing the funds in time. She noted that some districts disbursed the funds
and challenged the implementers in Kisoro to rectify the errors that were
previously encountered.
She went further
and reminded implementers on how government ordered them to disburse the funds
in January this year as they waited for the system but they kept deaf ears

further advised PDM implementers to use bottom up approach and bring back trust
from the locals who nowadays see civil servants as thieves
Reports show
that less than 100 people were able to acces PDM money ever since the program
was launched in Kisoro on 30th May 2023 at Gatete playground in
Rukundo town council.

meeting praised president Museveni for the PDM saying he is optimistic that it
will improve on household income levels once the program is utilized well.

When Kyomukama Jovrine stepped at
the gate to Bukimbiri county residents of Nyundo Sub County pinned their parish
chiefs on corruption, neglect of duty and incompetence in implementing the
parish development model (PDM) project.
Angry residents addressed these issues to the PDM National deputy
coordinator, Kyomukama Jovrine Kaliisa on Wednesday 5 July 2023 during her
ground supervision of the project's progress in Bukimbiri County.
Her visit to the area comes days after the area MP castigated the
project's guidelines that do not favour most of the needy citizens.
Kaliisa visited Nyundo sub county headquarters aiming to meet with PDM
SACCO leaders and beneficiaries but her efforts fell down; they were allegedly
not mobilised. Only 8 people out of over 7000 turned up.
This resulted into a dramatic session as she threatened to suspend the
project in the area after suspecting lack of seriousness but the few people
present blamed sub county leadership for not mobilising. This forced the PDM
coordinator to shift the meeting to Kabahunde trading centre.
At Kabahunde trading centre, residents asked the national PDM deputy
coordinator to arrest the parish chiefs, especially the ones of Nyundo and
Bubuye parishes.

Hon. Jovrine Karisa warned that any PDM supervisor that will sleep on
his job will be arrested and detained as they will be frustrating a
presidential pledge. She pardoned parish chiefs in Nyundo and gave them only
this week to register beneficiaries and get money not later than Thursday next
week.
She also noted that community members will choose their people to
benefit from the project and disregard the computer system.
She also noted that each person can apply for any amount of money not
more than one million shillings depending on his business plan (Ekibaro) but
not by listening to advice from the loans committees.
In Rubuguri and Nyanamo town councils, beneficiaries were found ready
and prepared for the funds. Hon. Jovrine commended the town councils'
leadership and ordered extension workers to train them on how to make business
plans this week and start receiving money by Monday next week.
Beneficiaries praised her for making it to the ground and answering
their questions.
