Leadership of Mpaka town council and Bufumbira North
MP honorable Nizeyimana John Kamara are up in arms over revenue collection at
Busanza boarder Market. The council is accusing honorable Kamara of pocketing
all the market dues collection from the market without remitting anything to town
council’s account.
Mupaka town council speaker, Hafasha Emmanuel said
that honorable Kamara gave a contract of the market to his own contractor who
in turn pays all the revenue to him without submitting a percentage to town
council’s account. He also said that the contractor even collects revenue from
outside Kamara’s land.
Mr. Hafasha Emmanuel further said the contractor goes
ahead to collect market dues from local breweries, livestock, hawkers among
others. He noted that the contractor uses faked receipts from Mupaka town
council
He explained revenue from Busanza boarder Market is estimated at 50 million shillings per financial year.
Hafasha Emmanuel added
that honorable Kamara is denying Mupaka town council from collecting market dues which can be used to extend services to the residents.
Mupaka Council resolved to petition the office of
Kisoro chief administrative officer and RDC over what they called as
misconducts of area member of parliament honorable Kamara. They say that Mupaka
town council continue to remain behind in terms of development due to lack of
revenue collection.
The acting Mupaka town council clerk, Ahishakiye
Johnson distanced himself from issuing receipt book for Busanza boarder Market
to honorable Kamara.
LCV councilor representing Mupaka town council advised
the council to petition office of CAO and RDC who will also have to consultant
attorney general about the matters of Busanza boarder Market.
However, honorable Nizeyimana John Kamara claims that
the laws allow him to own a market. He promised to remit a certain percentage
of revenue using the available modalities.
In 2018 MP John Kamara Nizeyimana was summoned by Kigezi
region CID to be questioned over his alleged involvement in inciting locals not
to pay market dues.
