-Police in
Kisoro have arrested a 47 year old man in suspected for selling three
government cows that he acquired from the Operation Wealth Creation (OWC)
project.
The suspect
has been identified as Byomugabe Charles a resident of Rutooma village, Nombe
Ward in Rubuguri town council.
This has
been confirmed by the Kisoro district OWC commander, Colonel Deo Kayita.
According to Kayita, the suspect received one heifer over three years ago and
had produced two bull calves that the suspect sold before selling the mother
cow.
He noted
that the government does not allow any beneficiary of its products to illegally
sell them. He noted that under the NAADS guidelines, a heifer recipient is
supposed to give the first calf produced to another community member for
revolving purposes.
Kayita
added that Byomugabe will face the law for others to learn from him.
He also
revealed that over 800 heifers have been distributed in Kisoro from OWC since
2015 but the number of the revolved off-springs is not known.
He noted
that there are several other similar incidences that are still under
investigations and culprits will face the law once they are arrested.
Reports
indicate that local leaders at lower levels are the most culprits of selling
and buying cows meant for revolving within their communities. Others are sold
to the democratic republic of Congo for slaughtering.
Speaking to
our reporter, the LC2 for Nyarutembe parish in Nyabwishenya Sub County said
that two cows have been so far sold by an LC3 councillor and a wife to the LC3
Chairperson, Laurent Uwirigiyimana
The Nyabwishenya sub county LCV Councilor, Barihafi Posiano says that weak sub county leadership in local governments are the major factors for this government loss because they do not supervise government projects.
