A team of Investigators
from the State House Anti-Corruption unit is in Kisoro district to probe
corruption tendencies alleged against the district service commission and in
the Parish Development Model (PDM) program.
The team led by the state
house anti-corruption unit's senior legal advisor, Kayaga Kevin Mutamba started
with a probe into the PDM funds disbursement where six parish chiefs and town
agents suspected of extorting money from beneficiaries.
According to Mutamba,
Kisoro residents have been making several corruption reports to state house
anti-corruption units using its toll free line, sending Whatsapp messages while
some have filed complaint letters alleging that there is corruption in the
district.
She noted that asking for
bribes from beneficiaries by parish chiefs and PDM SACCO chairpersons is the
commonly reported vice.
The suspected parish
Chiefs include the one of Kaguga in Bukimbiri sub county, Nombe and Kashija
wards in Rubuguri town council and Gasovu in Nyarusiza sub county.
She also revealed that
some other beneficiaries received less money that they applied for especially
in Murora Sub County.
She read names of the
affected beneficiaries and those of parish chiefs that are being pinned.
Six of them made statements guided by a CID officer from the state house anti-corruption
unit.
Mutamba said that the team
would also probe the district service commission and administration on Job
allocation scandals against it. She did not reveal the number of days they will
spend in Kisoro.
A section of Parish
Chiefs, town agents and PDM Sacco chairpersons denied allegations levelled
against them saying that some people who complain are those that do not benefit
at a time of their applications. Others demanded for a review in the loan
processing style that involves expenses on lunch, airtime, Data and transport
yet they do not get allowances to compensate for these expenses.
Meanwhile, the Kisoro
Municipality commercial officer, Mr.Aaron Mfitumukiza, cited political influence in the PDM
implementation that mounts pressure on parish chiefs and town agents.
