KISORO: Council declines to approve motion to create Bukimbiri district

 

The Kisoro district council has today declined to approve the private member's motion to have Bukimbiri district curved out of Kisoro.

The motion that was moved by the Nyanamo town council LCV woman councillor, Kamusiime Juliet and Seconded by the LCV councillor for Rubuguri town council, Byamugisha Deus was later not approved after the Chief Administrative officer's guidance that there need to be consultations from lower government units in Bukimbiri county before the motion is passed.

While moving the motion, Kamusiime Juliet said that Bukimbiri people have continuously expressed desires to have their own administration due to the crippling service delivery in the area caused by tribal segregation for jobs and sharing the district cake.

She also noted that Bukimbiri is blessed with natural resources, tourism sites and other resources that can earn Bukimbiri district revenues for its development.

She added that once Bukimbiri becomes a district, the headquarters will be in Rubuguri town council and new sub counties will be created.

The Kisoro district Chief Administrative officer, Hajji Badru Mayanja said that the motion couldn't be passed until the mover follows proper procedures of consulting lower local governments in Bukimbiri and presents their wish before the council. He also reminded the councillor that creation of new town councils was banned by parliament.

Kamusiime Juliet challenged the CAO that the local government act allows any councilor to move a private member's motion adding that if she was not procedurally right, the speaker would have guided her because she submitted her motion notice early enough.

She also said that there is no law in the government constitution banning creation of new administrative units.

The district Speaker, Amos Hakizmana ruled that the motion be forwarded to sub counties and town councils in Bukimbiri sub county for the local councilors to first grace it before the district council can approve it and present a resolution to parliament.
