There is growing pressure on the district leadership from Bunagana town council over DOTT services company's 100 million shillings funds to the district as a reward to the district for offering them parking space on the town council's land.
This was raised on the floor of the council on Monday 29th May 2023 by the district finance committee chairperson, Kazimiri Wilson who wondered about the administration gaps between district and lower governments.
He noted that the Bunagana town council town clerk has continuously influenced local leaders in Bunagana to demand for a share on the 100 million shillings because the town council is the custodian of the land being used and occupied by DOTT services.
The Kisoro district LCV Chairman last year told this blog that the 100 million shillings was injected in construction of a new administration block at the district headquarters while other sources indicate the the constructions were partly part of the MOU that the district signed with DOTT construction services. sources also indicate that the 100 million shillings was shared between LCV councilors, LCV Chairman and the then CAO, Onzu Ismail Musa.
The Bunagana LCV Councillor, Kwizera innocent said that it's very absurd that the town council clerks have started swindling local raised revenues thinking that there is an opportunity for the town council to benefit from the 100 million shillings.
He demanded that the CAO to clarify whether town councils ought to benefit from fruits of government lands in their localities once the district is utilizing that land for financial gains.
Other district councillors expressed the fears that DOTT Services Company is defiling its memorandum of understanding with the district by extracting minerals yet they were only given parking space for their machinery.
However, district speaker Amos Hakizimana asked councillors to be low on DOTT because of its security detail. Chairman Abel Bizimana also asked councillors to read through the MOU so that they debate with facts. He also revealed that the CAO wrote to the company earlier this month but reply has been made yet over the company's activities.
The Kisoro district LCV Chairman, Abel Bizimana warned the Bunagana town council town clerk against tarnishing his name over corruption and embezzling the 100 million shillings. He noted that Bunagana and Rubuguri town councils are still facing technical leadership challenges.
Meanwhile, the Kisoro district acting chief administrative officer, Hajji Badru Mayanja noted that all government lands in the district belong to the district unless the district transfers ownership to lower local governments.
Government of Ugandan and DRC officials handing over roads project to DOTT in Bunagana
On december 3rd 2021, A joint team of governments of Democratic Republic of Congo (DRC) and Uganda led by respective ministers of works H.E Alexis Gisaro and Gen. Edward Katumba Wamala handed over roads project of Bunagana-Rutshuru-Goma in the North Kivu, EaStern DRC to DOTT services for construction.
The company's construction machines were camped in Uganda's Bunagana until today.
