Incompetent and computer illiterate parish chiefs in
Kisoro district have been castigated for failing parish development
model project in Kisoro district as Only 20% of the beneficiary group of people
have actually received the funds.
This has been confirmed by the Kisoro district
parish developmental model taskforce chairperson who doubles as the resident
district commissioner (RDC) Hajji Shafiq Sekandi Sengoba.
Speaking to this reporter, RDC said that town agents
in Kisoro municipality have totally out competed their counterparts in Kisoro
district local government by disbursing over 90% of the money to beneficiaries.
He noted that Rukundo town council, Rubuguri,
Bunagana, Mupaka, Nyanamo, Cyanika and Chahafi are the best performing town
councils with multiple beneficiaries alongside Chahi, Nyarusiza, Kanaba,
Nyakinama and Busanza sub counties that have registered at least one
beneficiary.
He also revealed that Nyundo, Kirundo, Nyabwishenya,
Bukimbiri and Nyakabande are the worst performing sub counties. He noted that
four parishes of Kahurire A, Muganza, Bubuye and Gisozi have not yet been
certified to benefit from the PDM project due to mistakes done while
formulating parish SACCO bi-laws.
He noted that the Chief administrative officer has
embarked on summoning dormant parish Chiefs to defend themselves on why they
should keep the government jobs.
Sekandi said that the district targets to have
beneficiaries rise to at least 50% by the end of next week. He advised
incompetent chiefs to hire computer literates while those that face system
sabotage should work late at night when there is no jam.
He noted that over 10,000 bank accounts have so far
been opened in both DFCU and centenary banks.
He advised beneficiaries not to always get excited
after withdrawing the money. He also revealed that the Kisoro district
commercial officer has been suspended as the PDM focal person and has been
replaced with the district veterinary officer, Ngabo Herbert who is an expert
in computer skill.
While in Kisoro two weeks ago,the Deputy National Coordinator of the Parish Development Model (PDM), Jovrine Kaliisa, expressed strong condemnation towards the Kisoro District Commercial Officer and Parish Chiefs for allegedly engaging in corrupt practices that hinder potential beneficiaries from accessing government funds. Kaliisa voiced her concerns during an inspection visit to the district, where she held a meeting at the Kisoro District Council Hall.
During the meeting, Kaliisa
addressed several issues affecting the implementation of the PDM program,
particularly the negligence of Parish Chiefs and their failure to properly
sensitize the community on accessing PDM funds. She expressed disappointment
over the poor mobilization of community members, stating that only a small
fraction of the expected attendees were present due to a lack of information
about the meeting.
